From Expanding Outsourcing Services to Connecting Startup Ecosystems: Key Outcomes of Uzbekistan’s Business Mission to Europe

From October 20 to 23, a delegation from IT Park Uzbekistan, led by CEO Azamat Karamatov, held a series of business meetings in France and Germany. The visit covered Paris, Munich, and Berlin, where the delegation engaged with international technology companies, innovation hubs, and industry associations.

The central event of the visit was the Uzbekistan Outsourcing Conference (UOC Berlin 2026), which showcased Uzbekistan’s opportunities for international IT and BPO businesses.

The main priorities of the business agenda included expanding the presence of Uzbek companies in European markets, attracting European companies to Uzbekistan, developing international startup partnerships, securing foreign clients, and strengthening the country's talent pool.

Paris: Startups and Access to European Markets

On October 20 in Paris, CEO of IT Park Uzbekistan Azamat Karamatov held a meeting with representatives of STATION F.

The discussions focused on expanding opportunities for Uzbek startups to enter the French and wider European markets, participate in international acceleration programs, and establish direct connections with venture capital investors and corporate partners.

One of the key topics was the potential establishment of an Uzbek innovation hub at STATION F, which could support the international promotion of Uzbekistan’s technology ventures and their integration into the European startup ecosystem.

The initiatives under discussion aim to strengthen the international connections of Uzbek entrepreneurs and create additional channels for cooperation with the European technology community.

Munich: Outsourcing, Talent, and IT Services

On October 21 in Munich, the IT Park Uzbekistan delegation held negotiations with representatives of international companies and industry associations.

The discussions primarily focused on opportunities to engage Uzbek professionals in international projects, expand technology outsourcing, and integrate Uzbek IT companies into global service delivery chains.

During the meeting with Axl Brains, the parties explored prospects for recruiting qualified professionals and building technical teams in Uzbekistan. Further cooperation will focus on reactivating engagement in talent acquisition and identifying the company's current staffing needs.

Discussions with ABSL DACH focused on positioning Uzbekistan as a promising destination for international outsourcing and the establishment of Global Capability Centers (GCCs). Potential next steps include presenting Uzbekistan’s business opportunities to association members and participating in ABSL industry events to establish direct connections with prospective clients.

The dialogue with Schwarz Digits covered digital infrastructure, cloud solutions, and cybersecurity. As a next step, the parties intend to assess the company's requirements and identify potential service providers among IT Park Uzbekistan members with relevant technical expertise.

UOC Berlin 2026: Strengthening Uzbekistan–Germany Cooperation in Outsourcing Services

On October 22, the Uzbekistan Outsourcing Conference (UOC Berlin 2026) took place at the Embassy of the Republic of Uzbekistan in Germany, bringing together more than 90 representatives of international businesses, technology companies, and industry organizations.

Held in Berlin for the third consecutive year, the conference serves as a platform for direct engagement between the European business community and Uzbekistan's technology industry.

The program opened with welcoming remarks, followed by presentations highlighting Uzbekistan’s investment and talent potential, the opportunities offered by IT Park Uzbekistan, existing government support mechanisms, and conditions for establishing international IT and BPO operations.

The centerpiece of the conference was a panel discussion titled “Uzbekistan and Germany: Building the Next Global Services Partnership”, which explored opportunities to strengthen bilateral economic cooperation through technology outsourcing and the global business services industry.

The panel featured Michael Harms, Managing Director of Ost-Ausschuss der Deutschen Wirtschaft; Jahongir Kagirov, Director for Export Development at IT Park Uzbekistan; Ursula Steinmetz, representative of CCV; and Theresa Brox, representative of Berlitz.

The conference also featured a presentation by Gufron Atto, Founder and CEO of AttoLabs, who shared his entrepreneurial experience and insights into building and scaling a technology business.

Representatives of Deloitte, CIC, davero dialog, nearshorefriends, Berlitz, Fraunhofer IPK, Klarna, Rödl, SCHNEIDER GROUP, and other international organizations also attended the event.

The conference was organized with the support of the Embassy of the Republic of Uzbekistan in Germany, Ost-Ausschuss der Deutschen Wirtschaft, and conference partners, contributing to professional dialogue and business networking between companies from both countries.

Institutional Partnerships and Talent Development

One of the major outcomes of the Berlin program was the signing of a Memorandum of Understanding between IT Park Uzbekistan and Ost-Ausschuss der Deutschen Wirtschaft (German Eastern Business Association).

The agreement establishes a framework for systematic engagement with the German business community, including promoting Uzbekistan’s opportunities among potential investors and clients of technology services, as well as providing information on the country's business environment and existing support mechanisms.

Key instruments for cooperation include joint industry events, business delegations, and B2B meetings aimed at establishing direct partnerships between companies from both countries.

Another memorandum was signed with Berlitz, an international education and language training company.

One of the prospective areas of cooperation is the development of a joint training program for German-speaking professionals for Uzbekistan's BPO sector.

The initiative envisages adapting educational approaches to the language proficiency and professional requirements of international employers serving German-speaking markets.

In the longer term, its implementation could help develop a specialized talent pool for export-oriented service providers and enhance the competitiveness of Uzbekistan's business services industry.

Exploring New Technology Initiatives

Following the conference, the IT Park Uzbekistan delegation continued bilateral consultations with international companies.

The discussions focused on developing startup infrastructure, attracting international service operations, and implementing projects involving Uzbek IT companies.

During the meeting with CIC, the parties explored the potential introduction of the Venture Café format in Tashkent. This international platform brings together startups, investors, technology companies, and industry experts.

The initiative envisions creating a space for regular industry events, professional knowledge exchange, and stronger international connections within Uzbekistan's startup ecosystem.

Discussions with CCV focused on opportunities to attract German companies specializing in contact center operations and customer service, as well as the potential to establish German-speaking service teams in Uzbekistan.
