A delegation from IT Park Uzbekistan, led by Mr. Farkhod Ibragimov, Chairman of the Supervisory Board of IT Park Uzbekistan, and Mr. Azamat Karamatov, CEO of IT Park Uzbekistan, held a series of meetings in Hong Kong with the leadership of Cyberport and representatives of companies within its innovation ecosystem. The discussions focused on implementing the previously signed Memorandum of Cooperation and launching joint initiatives in the fields of startups, venture capital, and artificial intelligence. The parties also explored new opportunities for technology companies from Uzbekistan and Hong Kong to expand into the markets of Central and East Asia.

Dr. Rocky Cheng, CEO of Cyberport, presented the organization’s ecosystem, which today brings together around 2,400 technology companies and startups operating in artificial intelligence, fintech, blockchain, cybersecurity, digital entertainment, and other high-tech sectors. Particular attention was given to the development of AI infrastructure, including the establishment of a supercomputing center, government support programs for the industry, and mechanisms for commercializing innovative technologies.
Mr. Farkhod Ibragimov introduced Uzbekistan’s rapidly evolving technology ecosystem, highlighting the activities of IT Park Uzbekistan, IT Park Ventures, IT Park Capital, ongoing data center projects, IT Park University, and the Enterprise Uzbekistan initiative. He emphasized that Uzbekistan continues to strengthen its position as a regional digital hub by creating a favorable environment for international technology companies and investors.

The meeting placed particular emphasis on moving from framework agreements to practical implementation. Priority areas identified by both sides included the launch of reciprocal soft landing programs, strengthening cooperation between startups and investors, exploring the establishment of a joint venture fund, exchanging expertise in the development of innovation infrastructure, and organizing joint educational and business events. In addition, Cyberport’s leadership and resident companies were invited to participate in ICT Week Uzbekistan, which will take place this September.
The strategic discussions were followed by a dedicated business session with Cyberport resident companies. International technology firms were introduced to the advantages of IT Park Uzbekistan, available government support measures, residency conditions, soft landing programs, and opportunities to establish operations and access Central Asian markets through Uzbekistan. Mr. Bakhodir Ayupov delivered a separate presentation on Enterprise Uzbekistan, outlining the initiative’s common law–based regulatory framework and investor protection mechanisms.

During the discussions, business representatives expressed strong interest in cooperation with Uzbekistan. Participants explored opportunities for joint projects in artificial intelligence, intelligent automation, digital twins, geospatial technologies, cybersecurity, cloud infrastructure, robotics, agritech, and enterprise software development. Considerable attention was also given to Uzbekistan’s talent pool, market entry conditions, outsourcing opportunities, and the implementation of pilot projects in partnership with public and private organizations.
At the conclusion of the business session, participating companies confirmed their interest in deepening cooperation with IT Park Uzbekistan, taking part in ICT Week Uzbekistan, holding follow-up meetings, and developing concrete joint initiatives. IT Park Uzbekistan reaffirmed its readiness to support international partners throughout every stage of entering the Uzbek market—from company registration and talent acquisition to establishing business connections and launching pilot projects.
Cooperation with Cyberport creates new opportunities for IT Park Uzbekistan to strengthen international partnerships, attract innovative companies and venture capital, exchange best practices in startup ecosystem and artificial intelligence development, and support the expansion of Uzbek technology companies into the markets of Hong Kong, China, and other Asian countries. For Uzbekistan, this partnership represents another important step toward reinforcing its position as one of Central Asia’s leading technology and investment hubs, expanding IT service exports, and attracting new international projects to the country’s digital economy.
