Senate Approves Constitutional Law Establishing Enterprise Uzbekistan

The law provides for the Center to operate under principles of English law, while introducing a special tax, customs and investment regime. 

On August 7, the Senate of the Oliy Majlis approved the Constitutional Law “On the International Digital Technology Center,” establishing the legal framework for launching Enterprise Uzbekistan within the IT Park territory. 

Under the law, the Center will operate under a special legal regime based on the principles of English law. Its residents will benefit from special tax and customs conditions, including incentives for certain types of activities and simplified procedures for importing equipment, technologies and essential materials. 

The legislation also provides for a “one-stop shop” mechanism for registration and administrative procedures. In addition, it introduces enhanced safeguards for the protection of intellectual property and investments made by participants of the Center. 

According to the Senate, the launch of the Center is expected to contribute to Uzbekistan’s efforts to expand its digital exports. In particular, it is projected to support the growth of digital services exports to $5 billion by 2030 and contribute to the creation of more than 300,000 high-paying jobs. 

The new regime is also expected to strengthen Uzbekistan’s appeal to international technology companies and create opportunities for major global players, including Apple, Google, Microsoft and Amazon, to enter the Uzbek market. 

Certain types of activities carried out within the Center will be exempt from taxation until 2100.
