Uzbekistan Approves International Digital Technology Center “Enterprise Uzbekistan”

In Uzbekistan, the establishment of the International Digital Technology Center “Enterprise Uzbekistan” has been approved.

In the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan, the draft Constitutional Law “On the International Digital Technology Center” has been approved in its first reading and has proceeded to the next stage — preparation for the second reading.

The draft law provides for the launch of “Enterprise Uzbekistan,” a special jurisdiction where IT companies, startups, and investors will operate under a distinct regulatory framework.

It is noted that the adoption of this law will create opportunities for Uzbekistan to become a new entry point for international technology companies, startups, and investors targeting the rapidly growing markets of Central Asia and neighboring regions.

According to the draft, the foundation is being laid for the establishment of a specialized jurisdiction in which activities can be carried out under rules familiar to the global business environment. In particular, it предусматривает (→ лучше перевести) the application of international standards and elements of the common law of England and Wales — key factors in attracting international investment and venture projects.

This includes simplifying company registration, business operations, and the regulation of commercial activities. For residents, clear and predictable conditions are expected to remain in place until 2100.

Additionally, a “one-stop shop” principle will be implemented to provide access to all types of services, including government services.

The draft law also includes measures to protect intellectual property and investments, as well as aims to reduce administrative barriers in interactions with government authorities.

It is expected that “Enterprise Uzbekistan” will serve as a tool for attracting foreign companies and investment, as well as create more favorable conditions for launching and developing technological projects in the country.
